Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards:    (a) Steamboat Ski and Resort Corp. at 2305 Mount Werner Cr., Steamboat Springs, CO 80487:  The employer did not ensure the employees used accepted manufacturers procedures or document their own procedures when lifting the cable above the eveners to inspect and perform maintenance on the sheaves.  On April 20, 2011, two employees fell from tower #12 on the Sunshine Express when the Enperac hydraulic 10 ton jack fell while holding the cable above the eveners.  The employees were not trained for this specific procedure and the employer had not developed a comprehensive safe and effective written process for this task.  This condition exposed the employees to a fall hazard of approximately 15 feet.    Abatement Note:   Among other methods, one feasible and acceptable abatement method to correct this hazard is to follow the manufactures procedures for maintenance of line equipment and towers or develop detailed and specific written procedures for an alternative process.
