29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):    (a) Blue Sruce Design & Construction Company @ 2010 14th St., Boulder, CO 80302: On and before 5/9/11, the controlling employer did not ensure that safety inspections, specifically related to electrical systems, were conducted. The electrical panel, located in what would be the newly constructed kitchen area, was live with 120 Volts and not equipped with a dead front panel. This condition exposed employees, to include sub-contractors, to shock and/or electrocution hazards.
