29 CFR 1910.23(c)(1):  Open-sided floors or platforms 4 feet or more above adjacent floor or ground levels were not guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides except where there is entrance to a ramp, stairway, or fixed ladder:\r\n(a)  Cyclone Drilling, Inc.at Rig #29, Meeker, CO 81641:  On and before May 18, 2011 the employer did not ensure open-sided floors that were 4 feet or more above ground levels were guarded by a standard railing or the equivalent, in that the wind walls on one side of the rig floor were removed for repair, thus exposing employees to a fall hazard when accessing the rig floor at this location. This condition exposed employees to a fall hazard of 9 feet.
