Employees were wearing harness and using ropes but had put coats over the harness to keep warm. Employees had not retained the knowledge of donning fall protection equipment.    Abatement Note: Abatement certification and  documentation  is required for this item (see enclosed "Sample Abatement-Certification Letter").
