Each employee engaged in residential construction activities 6 feet(1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. a) On or about June 6, 2011, and at times prior thereto, three employees were observed involved in framing activities such as but not limited to sheathing and/or working from the top plate while on this 5 in 12 pitch residential roof structure without utilizing any means of fall protection and exposed to fall hazards.
