29 CFR 1910.23(d)(1): Every flight of stairs having our or more risers was not equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section: On or about May 25, 2011, and at times prior, employees were exposed to fall hazards while accessing the second floor work shop. The rear staircase was not equipped with stair railing.

29 CFR 1910.23(e)(1): A standard railing did not consist of a top rail, intermediate rail, and posts, and did not have a vertical height of 42 inches nominal from upper surface of top rail to floor, platform, runway, or ramp level: On or about May 25, 2011, and times prior, employees were exposed to fall hazards while accessing the second floor work shop. The second floor work shop landing top rail measured approximately thirty four inches and lacked a mid rail. Abatment Note: Abatement certification is required for this item.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: On or about May 25, 2011, and at times prior, the employer failed to develop and implement a hazard communication program in order to inform employees of the health hazards associated with the chemicals used in in the process of manufacturing signs.
