29 CFR 1926.1053(b)(10): The top of a non-self-supporting ladder shall be placed with the two rails supported equally unless it is equipped with a single support attachment. The top rails of the 24 foot Werner extension ladder were not both supported equally as the metal post that the ladder was leaning against was narrower than the width of the ladder.
