Specifically, employees were exposed to fall hazards from an improperly constructed and partially erected guardrail system which did not meet the requirement to be at 42 inches (plus or minus 3 inches) above the walking working level. Condition exposed employee to fall hazards of over 10 feet into the open basement section of the New Castle Public library renovation at the area around the interior stairwell.
