29 CFR 1926.201(a): Signaling by flaggers and the use of flaggers, including warning garments worn by flaggers did not conform to Part VI of the Manual on Uniform Traffic Control Devices, (1988 Edition, Revision 3 or the Millennium Edition). P.T. Ferro Constuction Co. did not conform to the Manual on Uniform Traffic Control Devices, Millennium Edition Section 6E.03 when employees hand signaled motor traffic without a red flag or a stop/slow paddle. Abatement documentation is required for this item inaccordance with the requirements of 29 CFR 1903.19(d).

29 CFR 1926.200(g)(2): Traffic control signs or devices used for protection of construction workers did not conform to Part VI of the Manual of Uniform Traffic Control Devices (MUTCD"), 1988 Edition, Revision 3, September 3, 1993, FHWA-SA-94-027 or Part VI of the Manual on Uniform Traffic Control Devices, Millenium Edition, December 2000, FHWA. P.T. Ferro Construction Co. did not comply with the Manual on Uniform Traffic Control Devices Section 6F.21 when approaching road users were not provided advance warning by signage of the termination of travel in the right lane of south bound Randall Road. The approaching road users in the south bound right lane were directed from their path of travel by an employee positioned in the center of the right lane hand signaling motor traffic into the left lane of south bound Randall Road. The P.T. Ferro Construction Co. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.200(g)(2), which was contained in OSHA inspection number 312727423, citation number 1, item number 2, and was affirmed as a final order on September 30, 2009. The P.T. Ferro Construction Co. was previously cited for a violation of this occupation safety and health standard or its equivalent standard 29 CFR 1926.200(g)(2), which was contained in OSHA inspection number 311252175, citation number 1, item number 1, and was affirmed as a final order on October 22, 2008. Abatement documentation is required for this item in accordance with the requirements of CFR 1903.19(d).
