29 CFR 1910.23(d)(1): Every flight of stairs having four or more risers shall be equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section, the width of the stair to be measured clear of all obstructionsexcept handrails:\r\n\r\n    a) On or about June 22, 2011 and at times prior, Samson Resources Company, as controlling employer, did not ensure that J & J Well Service, a subcontractor, protected their employees from falls in exccess of 4 feet while using the stairway (no handrail)to access the rig floor.\r\n\r\n     Abatement Note:  Abatement certification and documentation is required for this item (see enclosed \"Sample Abatement-Certification Letter\").
