29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for the frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them): The employer failed to conduct routine and regular job site inspections in that employees were exposed to fall hazards while roofing a 5/12 pitch structure at a ground to eave elevation of 196 due to inadequate utilization of guardrail system, personal fall arrest system, safety net system, or by use of slide guards. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d). John Davis dba Davis Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.20(b)(2), which was contained in OSHA inspection number 313017709, citation number 1, item number 1b and was affirmed as a final order on 1/18/11, with respect to a workplace located at 130 South Center Street, Collinsville, IL.
