29 CFR 1910.242(b): Compressed air used for cleaning. Compressed air shall not be used for cleaning purposes except where reduced to less than 30 p.s.i. and then only with effective chip guarding and personal protective equipment. The compressed air used by employees when cleaning parts was set at 75-80 psi. Additionally the use of adequate personal protective equipment ( e.g.: protective eyewear or face shield) to protect the operator face was not enforced.

29 CFR 1910.243(c)(1): General requirements. Abrasive wheels shall be used only on machines provided with safety guards as defined in paragraph (c) (1) through (4) of this section. Portable hand grinders used by employees throughout the facility did not having guarding. Equipment includes, but is not limited to, 4 1/2 inch, 5 1/2 inch and 7inch hand grinders.
