29 CFR 1926.200(g)(1): Construction areas were not posted with legible traffic signs as points of hazards:\\\\r\\\\n\\\\r\\\\n(a) Bonners Ferry Detour Job: On or about June 30, 2011, and at times prior thereto, the employer did not establish a traffic control plan to communicate a clear message to drivers, thus exposing flaggers to being struck by vehicles. \\\\r\\\\n\\\\r\\\\n\\\\r\\\\n\\\\r\\\\nNote: Abatement certification IS NOT required for this item.

29 CFR 1926.201(a): Signaling by flaggers and the use of flaggers, including warning garments worn by flaggers did not conform to Part VI of the Manual on Uniform Traffic Control Devices, (1988 Edition, Revision 3 of the Millennium Edition), which are incorporated by reference in 1926.200(g)(2). (a) Bonners Ferry, ID Detour project: On or about June 30, 2011, and at times prior thereto, flaggers directing an intersection were observed with their back to the approaching traffic. Note(1): Abatement certification IS NOT required for this item. Note(2): December 2000 MUTCD Millennium Edition--Chapter 6E.04 Flagger Procedures: To stop road users, the flagger shall face road users and aim the STOP paddle face toward road users in a stationary position with the arm extended horizontally away from the body. The free arm shall be held with the palm of the hand above shoulder level toward approaching traffic.
