29 CFR 1926.502(b)(3):  Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge:         a)  Sanchez, Javier dba Gatos Construction at 250 North Newbern Way, Aurora, CO 80018:  On or before 7/23/11, the employer did not ensure the 2 x 4 guardrails on the pump jack scaffold could withstand a force of at least 200 pounds at any point along the top edge, in that the posts used to support the guardrails were 14 feed apart.  Condition exposed employees to a fall hazard of about 16 feet.    Abatement note:  Abatement certification is required for this item (See enclosed "Sample Abatement-Certification Letter").    Abatement note:  Appendix B discusses Non-Mandatory Guidelines for complying with 1926.502(b), and references the need to place posts for 2 x 4 wood railings at not more than 8 feet apart.
