29 CFR 1926.451(g)(4)(ii): The top edge height of toprails or equivalent member on supported scaffolds were not installed between 38 inches (0.97 m) and 45 inches (1.2 m) above the platform surface: a) South exterior side of structure; On or about 7/27/11 and at times prior thereto, two employees prepping for plastering were working on the 2nd level of a tubular welded frame scaffold that had the top guard rail installed at approximately 5 feet above the platform. Note: Abatement certification is NOT required for this item.
