29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure:    Juan Jose Portillo, at 2151 Poplar Street, Denver, CO: On 8/1/11, Juan Jose Portillo did not ensure that each employee engaged in residential construction activities 6 feet or more above lower levels was protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure.  Workers employed by Juan Jose Portillo were replacing a roof on a single story home.  Two employees were preparing the roof for installation of shingles.  Height at the roof eave was nine feet one inch above ground level.  The employees were not protected by a guardrail system, safety net system, or personal fall arrest system.  This condition exposed two employees to an approximate nine foot fall hazard.    Juan Jose Portillo was previously cited for a violation of this Occupational Safety and Health Administration Standard, 29 CFR 1926.501(b)(13), which was contained in Item #1B of Citation #1 issued on August 5, 2010 (OSHA Inspection number 314657347).
