29 CFR 1910.29(a)(4)(ii): All scaffold casters shall be provided with a positive wheel and/or swivel lock to prevent movement. Ladder stands shall have at least two (2) of the four (4) casters and shall be of the swivel type. The portable mobile scaffold did not have the casters locked to prevent movement of the scaffold.
