29 CFR 1910.1200(e)(1): Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section will be met: A comprehensive hazard communication program needs to include the following required elements a written program specific to the company, material safety data sheets, a hazardous chemical inventory list, labelling of all containers, and documented employee training. On or about September 9, 2011, the company did not implement and maintain a written hazard communication program at the site. Employees work with hazardous materials such as, but not limited to adhesion additive mixture and enamel paint.
