29 CFR 1910.243(c)(1): Abrasive wheel(s) were used on portable grinder(s) which were not provided with safety guard(s) meeting the requirements specified in 29 CFR 1910.243(c)(1) through (c)(4): Allen County Pallet, Inc., located at 700 East Hanthorn Rd., Lima, OH: On or about August 15, the employer did not ensure that employees, using pneumatic die grinder Westward (Model 5ZL22A, S/N H0411), were protected from rotating parts while grinding nails off the wooden pallets. The grinder was not equipped with the guard that would protect employees from a rotating cutting wheel. No additional abatement information is needed for this item.

29 CFR 1910.243(c)(5)(i): The spindle speed of the machine was not checked before mounting of the wheel to be certain that it did not exceed the maximum operating speed marked on the wheel: Allen County Pallet, Inc., located at 700 East Hanthorn Rd., Lima, OH: On or about August 15, the employer did not ensure that the spindle speed of the pneumatic die grinder Westward (Model 5ZL22A, S/N H0411 - 22,000 rated RPM) did not exceed the maximum operating speed marked on the wheels that were used by the employees. Employees were using cutting wheels that were manufactured by Bullard Abrasive, Inc. (rated at 13,300 maximum RPM) and Norton Gemini cutting wheels (rated at 19,100 maximum RPM) to cut nails off the wooden pallets. No additional abatement information is needed for this item.
