29 CFR 1926.503(a)(2): The employer did not assure that each employee had been trained by a competent person qualified in the standards contained in subpart M:    (a)Discount Roofing, Inc. @ 15900 E. Ulster, Thornton, CO 80602:  On and before August 19th, 2011 the employer did not ensure that each employee who is exposed to fall hazards had been trained by a competent person, in that two employees conducting roofing operations without the use of a fall protection system. This condition exposed the employees to a fall of approximately 17 feet.     Abatement Note:  1926.503(b)(1) provides that the employer shall verify compliance with paragraph 1926.503(a) by preparing a written certification record, which shall contain the name of the person being trained, the dates of training, and the signature of the person who conducted the training, or the signature of the employer.  If the employer relies on training conducted by another employer, the certification record shall indicate the date the employer determined the prior training was adequate rather than the date of the actual training.

Abatement Note: The employer shall ensure that each employee has been trained in the following areas:     (1)  The nature of fall hazards in the work area.     (2)  The correct procedure for erecting and maintaining ladders.      (3)  The proper construction, use, placement, and care in handling of all ladders.     (4)  The maximum intended load capacity of the ladders used by Discount Roofing, Inc.     (5)  The applicable parts of 29 CFR 1926 subpart X.
