29 CFR 1926.451(g)(4)(i): Guardrail systems shall be installed along all open sides and ends of platforms. Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews.    a.  On or about September 9, 2011, at the above addressed jobsite, employees conducting masonry operations from a tubular welded frame scaffold approximately thirteen (13) feet above the ground were exposed to fall hazards due to the lack of a complete guardrail system.
