29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels and 50-feet (15.25 m) wide or less, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, warning line system and personal fall arrest system, or warning line system and safety monitoring system, or by the use of a safety monitoring system alone:    (a)  Red Eagle Construction at 630 E. Hopkins, Aspen, Colorado 81611:  On and before September 27, 2011 the employer did not ensure their employees were protected from injury, in that employees engaged in roofing activities on the flat roof of a residential condominium building were exposed to falls of greater that 6 feet without the use of an adequate fall protection system.  The safety monitor was not adequately performing his monitoring function because he was engaged in construction activities (cutting stucco) that took his attention away from the workers on the roof.
