29 CFR 1910.213(p)(3):     Disk sanding machine(s) were not provided with guard(s) or hood(s) so arranged as to enclose the revolving disk, except for that portion of the disk above the table:  OR IN THE ALTERNATIVE  29CFR 1910.212(a)(1):   One or more methods of machine guarding was not provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks:  (a)  Sheet Metal Shop - On August 12, 2011 and at times prior thereto, the disk sander located on the finishing table did not contain a guard on the portion of the disk located below the workrest.      NOTE:  The requirement for guarding of a disk sander is the except for the material being sanded in 29 CFR 213 is wood  rather than metal or plastic

29 CFR 1910.1200(f)(5)(i):     The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the identity of the hazardous chemical(s) contained therein:  (a) ASSF Stockton - On or about August 12, 2011 and at times prior thereto, an unattended spray container was not labeled with the identity of the chemical inside.  The employee, who had been utilizing the product, was not in the area.  Identity of the chemical was in question at the time of the inspection and may have been a pesticide.

29 CFR 1910.95(g)(6):     At least annually after obtaining the baseline audiogram, the employer did not obtain a new audiogram for each employee exposed at or above an 8-hour time-weighted average of 85 decibels :    CANG AASF Stockton - On or about August 12, 2011 and at times prior thereto, AASF Stockton did not conduct audiometric testing and obtain a new audiogram for three (3) employees exposed at or above an 8-hour time-weighted average of 85 decibels.  Two employee audiograms were due by November 10, 2010 and one employee audiogram was due in July 2011.    The California National Guard AASF Stockton was previously cited for a violation of this occupational safety and health standard or its equivalent standard, 29CFR 1910.95(g)(6), which was contained in OSHA inspection number 313594186, citation number 1, item 3 and was affirmed as a final order on October 31, 2009, with respect to a workplace located at 2000 Stimson Road, Stockton, CA  95206.

29 CFR 1910.305(g)(2)(iii):     Flexible cords and cables were not connected to devices and fittings so that strain relief was provided that would prevent pull from being directly transmitted to joints or terminal screws:  (a)  Sheet Metal Shop - On August 12, 2011 and at times prior thereto, the 120 Volt male plug for the power cord was not provided with strain relieve to prevent pull forces from being applied directly to the terminal screws.  The power cord outlet provides power for for a bench grinder and bench sander.    The California National Guard AASF Stockton was previously cited for a violation of this occupational safety and health standard or its equivalent standard, 29CFR 1910.305(g)(2)(iii), which was contained in OSHA inspection number 313594186, citation number 1, item 12 and was affirmed as a final order on October 31, 2009, with respect to a workplace located at 2000 Stimson Road, Stockton, CA  95206.

29 CFR 1904.32(a)(2):     At the end of the calendar year an annual summary of injuries and illnesses based on the OSHA 300 Log was not compliled, certified or posted.   a)  AASF Stockton - On or about August 12, 2011 and at times prior thereto, the facility did not compile, certify or post the annual summary of injuries and illnesses for 2010 based on the OSHA 300 log as required by the standard.  The facility was not provided the OSHA 300 - log of injuries or illnesses, completed by the OSHA 300 record keeper in Human Resources or the OSHA 300A - annual summary of injuries and illnesses associated with AASF Stockton so the commander or highest ranking officer at the facility could verify the accuracy of the logs, sign the logs and post them in a location where all employees at the facility could see the information as required by 1904.    The California National Guard AASF Stockton was previously cited for a violation of this occupational safety and health standard or its equivalent standard, 29CFR 1904.29(a), which was contained in OSHA inspection number 313594186, citation number 2, item 1 and was affirmed as a final order on October 31, 2009, with respect to a workplace located at 2000 Stimson Road, Stockton, CA  95206.

Note:  The employer may provide an air-purifying respirator provided the respirator is equipped with end-of-service-life indicators or a change schedule has been developed. Otherwise, the employer must provide an atmosphere-supplying respirator.
