29 CFR 1926.20(b)(2):     The employer's accident prevention program did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.    Workers were observed engaged in residential type of construction activities renovating an existing two-story house. Workers were exposed to potential fall hazards from a distance of 13.0 feet and regular and frequent inspections by a competent person were not conducted to ensure that the job site, materials, and equipment such as fall protecion systems and electrical service were maintained and utilized in a safe manner.

29 CFR 1926.501(b)(13):     Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph (b)      Workers were observed engaged in residential type of construction activities renovating an existing two story house. Workers were removing the gutter and roofing material from the lowere level roof area, exposed to potential fall hazards from a distance of 13.0 feet.
