29 CFR 1926.95(a): Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, were not provided:    a) At the flag pole near the Naval Base Guam Chapel, an employee was applying wet Portland cement onto the flag pole slab without appropriate hand protection.  Employee was exposed to the hazard of caustic burns to the skin, resulting in potential blisters, dead or hardened skin.

29 CFR 1910.1200(g)(8): The employer did not maintain copies of the required material safety data sheets for each hazardous chemical in the workplace: (Construction Reference: 1926.59)    (a) At the project site, there was no material safety data sheet for Portland cement. Employees were handling/applying Portland cement.
