29 CFR 1910.132(a): 'Application. Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, were not provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards of processes or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of any part of the body through absorption, inhalation or physical contact. Employees were not provided with personal protective equipment to protect them from hazards while porung water into battery acid.

29 CFR 1910.151(c): Where the eyes or body of any person may be exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided with in the work area for immediate emergency use.[63 FR 33450, June 18, 1998] Employees adding water to batteries were not provided with an eye wash station for immediate use in the work area.
