29 CFR 1910.23(e)(5)(iv): The employer failed to ensure the mounting of handrails was such that the completed structure is capable of withstanding a load of at least 200 pounds applied in any direction at any point on the rail. a) North Stairwell- The employer failed to ensure employees were provided with a standard railing that could withstand 200 pounds of pressure in any direction at any point on the rail. The railing provided was not sound and was moved easily. The top portion of the railing was held in with one loose screw and could be moved and rattled by hand. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification.
