Saturn Drive, Fort Collins, CO:  On and preceding 10/17/11, Stockton Roofing LLC did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. Stockton Roofing, LLC directed Lucio Diaz Roofing Inc to replace a two story tall home's roof. Lucio Diaz Roofing did not utilize fall protection. Stockton Roofing LLC did not perform an inspection of the worksite and equipment to ensure that employees of Lucio Diaz Roofing Inc were not exposed to a hazardous work condition. This condition exposed employees of Lucio Diaz Roofing Inc to an approximate twenty foot fall hazard.

Stockton Roofing LLC directed Lucio Diaz Roofing Inc to replace a two story tall home's roof. The project manager of Stockton Roofing LLC observed the employees of Lucio Diaz Roofing Inc working upon the two story tall home's roof without fall protection. Employees of Lucio Diaz Roofing Inc were not protected by a guardrail system, safety net system, or personal fall arrest system. Stockton Roofing LLC did not ensure that Lucio Diaz Roofing Inc to an approximate twenty foot fall hazard.
