29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502. a) Located along various areas of the residential roof structure employees were observed performing roofing associated operations on a 6 in 12 pitched roof without conventional fall protection or following an implemented fall protection plan and were nexposed to fall potentials in excess of 19'.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards: a) Located along the roof area of a residential structure employees observed performing roofing related activities in elevated positions above 19' on a 6 in 12 pitched roof with an unprotected side or edge who were not trained or knowledgeable of the procedures or regulations to be followed to minimize those hazards.
