29 CFR 1926.752(b):  A steel erection contractor started to erect steel before it had received written notification that the concrete in the footings, piers and walls or the mortar in the masonry piers and walls had attained, on the basis of an appropriate ASTM standard test method of field-cured samples, either 75 percent of the intended minimum compressive design strength or sufficient strength to support the loads imposed during steel erection:      (a)  Red Dot Corporation at 13568 58th  Street NW, Williston, ND 58801:  On or about October 31, 2011, the employer approved the commencement of steel erection activities prior to receiving a written notification that the concrete in the footings could sustain such loads on the basis of an appropriate ASTM standard test method.  Condition exposed employees to structural collapse and/or struck-by hazards.
