29 CFR 1926.600(a)(3)(i): Bulldozer and scraper blades, end-loader buckets, dump bodies, and similar equipment, were not either fully lowered or blocked when being repaired or when not in use: (a) Near the south side of the water tower, the tines were not lowered to the ground on a forklift. Employees walked by the lift to access the tower.

29 CFR 1926.601(b)(14): All defects were not corrected before the vehicle was placed in service. These requirements also apply to equipment such as lights, reflectors, windshield wipers, defrosters, fire extinguishers, etc., where such equipment is necessary: (a) Near the south side of the water tower, the button was missing that controlled the horn on a forklift.
