The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated. Main gate Kingsley AFB, Klamath Falls Oregon - (a) An employee installing security cameras was observed working from a Genie S-40 aerial platform basket without fall protection and was exposed to falls of approx. 15 feet.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe condition(s) and the regulation(s) applicable to his work environment to control or eliminate any hazard(s) or other exposure to illness or injury. (a) Aerial platform equipment was being used in an unsafe manner, which included operating the equipment 15 feet above the ground without fall protection and the lack of knowledge for the proper tie-off points for the lanyard device. (b) Aerial platform equipment was positioned and used in the roadway without providing on-coming vehicle traffic with signs or other warning devices of the working crew.
