29 CFR 1910.132(f)(3)(iii): Inadequacies in affected employees' knowledge or use of assigned PPE indicated that the employees had not retained the requisite understanding or skill. Employees wearing prescription glasses were not wearing ANSI Z-87 rated frames and sideshields. Abatement certification is required per 29 CFR 1903(c).

29 CFR 1910.215(b)(9): Safety guards of the types described in Subparagraphs (3) and (4) of this paragraph, where the operator stands in front of the opening, constructed so that the peripheral protecting member can be adjusted to the constantly decreasing diameter of the wheel, was not present on the grinder. The right aggregate wheel of the Dayton pedestal grinder was missing the tongue guard. Abatement certification is required per 29 CFR 1903(19)(c).
