29 CFR 1926.501(b)(1):     Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    On December 13, 2011 employees were not protected from a fall while walking/ working from the roof of a commercial building, exposing them to a fall hazard of  13.10 feet.    In accordance with CFR 29 1903.19(d) abatement documentation is required of this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
