29 CFR 1926.50(c): A person who has a valid certificate in first-aid training was not available at the worksite to render first-aid: (a) 7 Mountain Tenjo, Apra Heights: On or about 14 DEC 11 and at times prior thereto, workers were working at a new sidewalk and a sprinkler/drainage system - installing PVC pipes for the residential housing. Nobody had a valid certificate in first-aid training to render treatment in the event of an injury on the job site.

First aid supplies were not easily accessible as there was no first aid kit at the job site.
