29 CFR 1926.600(a)(3)(i): Bulldozer and scraper blades, end-loader buckets, dump bodies, and similar equipment, were not either fully lowered or blocked when being repaired or when not in use: (a) On the east side of the project in the parking lot on or about December 15, 2011, the outriggers and rear bucket were not lowered to the ground on a Caterpillar 4200 backhoe. The safety lock was not engaged on the rear bucket. The backhoe was parked and not in use.
