At Spurgeon Vineyard and Winery, employees were not protected from fall hazards of approximately 12.7 feet. Employees use an unguarded catwalk to access the tops of wine tanks to perform cleaning operations. Employees also stand on top of the unguarded wine tanks to perform cleaning operations. To abate this violation, the employer must guard the catwalk and wine tanks.     Pursuant to 29 C.F.R. 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance, including abatement documentation.
