29 CFR 1926.451(g)(1):     Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level.      Workers were observed engaged in commercial construction activities repairing a steep sloped roof on an existing medical facility. A worker was working from a ladder jack scaffolding system exposed to potential fall hazards from a height of 14.2 feet in that a proper method of conventional fall protecion was not utilized.
