29 CFR 1910.1200(e)(1):     The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    (a) No written hazard communication program had been implemented at the workplace located in the parking structure of Mitchell Field airport.  Chemical products  used by Return Agent(s) included Zep 40 (aerosol glass cleaner, which contained ethyl alcohol), and ZEP Meter Mist Green Apple (aerosol odor counteractant, which contained acetone).  In addition, workers were potentially exposed to emissions, including carbon monoxide, from motor vehicles in the work area.
