Except as provided in 1926.500(a)(2) or in1926.501 (b)(1) through (b)(14), each employee on a walking/working surface 6 feet (1.8 m) or more above lower levels shall be protected from falling by a guardrail system, safety net system, or personal fall arrest system: In order to set supports for the truss structure, employees straddled trusses at heights of 10 to 15 feet without fall protection.

29 CFR 1926.452(w)(2): Scaffold casters and wheels shall be locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold is used in a stationary manner: One of the wheels on the mobile scaffold was not in the locked position. Employees were observed using the mobile scaffold to come down off the trusses.
