29 CFR 1910.36(d)(1): Employees must be able to open an exit route door from the inside at all times without keys, tools, or special knowledge. A device such as a panic bar that locks only from the outside is permitted on exit discharge doors. a. Warehouse Building - On or about February 9, 2012, the facility had emergency exit route doors that were not able to be opened from the inside at all times. The location of the exit route doors in the warehouse and the conditions found were the following; 1. North side of the Warehouse/3rd Bay - the exit door had two (2) slide bolts that were closed and one (1) dead bolt on its locked position. 2. South side of the Warehouse/ 3rd Bay - the exit door was built to have one (1) wooden bar across its width that was found on the floor and had a door knob that was in its locked position. 3. South side of the Warehouse/1st Bay - the exit door was built to have one (1) metal bar across its width and had a door knob that was on its locked position.
