29 CFR 1926.20(b)(2):     The employer did not develop an accident prevention program, that provided for frequent and regular inspections of the job sites, materials, and equipment, to be made by competent persons designated by the employer.    a)  482 Rt. 38 E, Maple Shade, NJ:  Employees were exposed to fall hazards greater than 17 feet while installing rolled asphalt paper and shingles on the low sloped roof of a two story commercial showroom / warehouse.  Employees were noted to be working in all areas of the roof, including directly at the edge, with no means of fall protection (PFAS, positioning system, safety nets, guardrails, warning line, safety monitor, etc.).  The employer, Summit Contracting Company LLC, had not initiated a program for a competent person to conduct frequent and regular inspections of the jobsite, to identify hazards and/or stop the work in the event workers were placed in a hazardous condition.  Observed on or about 01/30/2012.    NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICATION FOR THIS ITEM. FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
