29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (a) Workers were exposed or potentially exposed to a variety of hazardous chemicals, including, but not limited to, Formall 2325 residue on metal parts, propane (used as fuel in powered industrial vehicles), carbon monoxide (emitted from powered industrial vehicles and potentially generated by plant heating system), and battery acid. No written hazard communication program had been developed to assure that information about the hazards of such chemicals was communicated to workers by means of container labels, material safety data sheets, and training.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: (a) Hazard communication training was not provided with regard to the hazards associated with the chemicals present in the workplace. Hazardous chemicals present in the workplace included, but were not limited to, Formall 2325 residue on metal parts, propane (used as fuel in powered industrial vehicles), carbon monoxide (emitted from powered industrial vehicles and potentially generated by plant heating system), and battery acid.
