The workers were exposed to a fall hazard.

29 CFR 1926.1053(b)(16): Portable ladders with structural defects, such as, but not limited to, broken or missing rungs, cleats, or steps, broken or split rails, corroded components, or other faulty or defective components, were not immediately marked in a manner that readily identified them as defective, or tagged with "Do Not Use" or similar language, and were not withdrawn from service until repaired: JOB SITE: 9474 Lackland Avenue, St. Louis, MO 63114, workers were using a Louisville Aluminum, Model AE 3232, Type-1, 250lbs extension ladder, approximately 14 feet 9 inches eave to ground level, to access the flat roof of the commercial structure. One of the feet on the ladder was bent approximately 45 degrees inward, exposing the workers to a fall hazard.
