29 CFR 1926.62(d)(7): Additional exposure monitoring was not conducted when there had been a change of equipment, process, control, personnel, or a new task initiated that may have resulted in employees already exposed at or above the action level being exposed above the permissible exposure limit:      (a) NOAA PRC Construction Site, Lead abatement Building 175 and 176: On or about 14 FEB 12, employee monitoring result of 24 JAN 2012 showed personal exposure above the lead permissible exposure limit (PEL) of 50 mg cubic meter. New personnel continue the paint removal work without air monitoring conducted to determine new employees lead exposure.

29 CFR 1926.62(d)(8)(i): The employer must, as soon as possible but no later than 5 working days after the receipt of the results of any monitoring performed under this section, notify each affected employee of these results either individually in writing or by posting the results in an appropriate location that is accessible to employees.      (a) NOAA PRC Construction Site, Lead abatement Building 175 and 176: On or about 14 FEB 12, employees monitoring results on 29 DEC 2010 and 24 JAN 2012 showed personal exposure above the lead permissible exposure limit of 50 mg cubic meter. Employees were not notified of their exposure in writing.

29 CFR 1926.62(d)(8)(ii):  Whenever the results indicate that the representative employee exposure, without regard torespirators, is at or above the PEL the employer shall include in the written notice a statement that the employees exposure was at or above that level and a description of the corrective action taken or to be taken to reduce exposure to below that level.      (a) On or about 14 FEB 12, employees monitoring results on 29 DEC 2010 and 24 JAN 2012 showed personal exposure above the lead permissible exposure limit of 50 mg cubic meter were not notified in writing of the corrective action to reduce exposure to below that level. A corrective action statement was put out on 4 JAN 2011 but the statement only addressed bulk samples and requirements for disposal of lead-containing items and nothing about reducing lead exposure to below the PEL.
