Thomas & Marker Construction Co. worksite located at 205 Rosenberger Dr., Bluffton, Ohio: On or about February 16, 2012, the employer did not ensure the ground conditions were firm and sufficiently graded to support the Grove RT635C crane being used by Watertown Steel Company, LLC  to perform work on the site.
