Metscher (subcontractor) were protected from fall hazards while performing roofing work on 5/12 and 4/12 pitch roof of the one story residential building. Employees of Certified Contractors and Lodewyk R. Metscher were exposed to fall hazards of approximately 9 feet from the roof to the ground below.    X-L Builders, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard (1926.501(b)(13)), which was contained in OSHA Inspection # 311604995, Citation number 1,  Item number 2, and was affirmed as a final order on 09/13/2008, with respect to a workplace located at Stower Lane, Norwalk, OH.
