1910.107(e)(9):    Flammable or combustible liquids for use in spraying operations were transferred from one container to another without both containers being effectively bonded and grounded to prevent discharge sparks of static electricity:    a) Spray Painting Area - On or about 3/6/12, the following products: DuPont Chromabase acrylic urethane (FP = 20-73 deg F) cut with DuPont Chromasystem Basemaker (FP = 20-73 deg F), Finish 1 Etching Filler (FP = 48 deg F) cut with Finish 1 Etch Primere Reducer (FP = 48 deg F), and Premium Commercial Coating enamel (FP = 20 deg F) cut with Premium Commercial Coating (FP = 4 deg F) were transferred from 1 gallon metal containers to the metal spray pot without bonding and grounding the containers in order to prevent discharge sparks of static electricity. 1910.134(k)(1):    The employer did not provide effective training to employees who are required to wear respirators and ensure that they could demonstrate knowledge of the requirements contained in 29 CFR 1910.134(k)(1)(i) through (vii):    a) Spray Painting Area - On or about 3/6/12, the employer did not provide training to employees who are required, by the employer, to wear half-mask air-purifying respirators while spray painting.  The employees could not demonstrate knowledge of at least the following:    1) Why the respirator is necessary and how improper fit, usage, or maintenance can compromise the protective effect of the respirator.  2) What the limitations and capabilities of the respirator are.  3) How to inspect and check the seals of the respirator.  4) What the procedures are for proper maintenance and storage of the respirator.  5) How to recognize medical signs and symptoms that may limit or prevent the effective use of the respirator.  and  6) The general requirements of this section.
