29 CFR 1910.1200(e)(1): Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met. The employees working in the facility were exposed to chemicals such as form oil, (Strip-Eez) in that a Hazardous Communication Program was not developed to minimize skin and eye Irritation when spraying the oil. 29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is completed.

29 CFR 1910.1200(f)(5): Except as provided in paragraphs (f)(6) and (f)(7) of this section, the employer shall ensure that each container of hazardous chemicals in the workplace is labeled, tagged or marked with the following information: Identify of the hazardous chemical(s). Spray bottles containing form oil, (Strip-Eez) used by employees to spray onto forms, where not labeled with an identity and hazard to minimize the exposure of skin and eye Irritation to the employees. 29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is completed.
