29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge: A) 11 Flower Hill Court - On or about March 21, 2012, employees of Timothy V McCabe Drywall, who were installing drywall, accessed the second floor of the house via a stairway, which was not equipped with a handrail or stairrail system. They were exposed to a fall hazard of approximately 10 feet.

29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: A) 13 Flower Hill Court - On or about March 21, 2012, there was a break in elevation of approximately 24 inches at the point of access in the garage from the garage floor to the first floor, and no stairway, ladder, or ramp was provided.
